Job Description

Our client based in Aberdeen is looking for a HSE Advisor to join their team on an ongoing contract basis.

The HSE Advisor is responsible for the implementation of the Health and Safety and Environmental Protection Policies throughout all activities of the vessels and for the function of the health, security, safety and environmental related part of the Integrated Management System including management of formal documentation. 

The HSE Advisor reports to the Fleet HSEQ Manager and also has a functional reporting line to the Vessel Manager. The HSE Advisor is supported by, and has reporting to them; all personnel in health, safety and environmental matters on a day to day basis. This arrangement does not restrict the Master’s authority and responsibility for safety and environmental protection onboard and during emergencies in any way.

Main Responsibilities:
The HSE Advisor is to ensure safe and efficient management of the company’s Fleet of Vessels in respect of health, safety and environmental protection. 

The responsibilities of the HSE Advisor include, but are not limited to, the following activities:

• Issuing professional advice to Shipboard Management, Safety Representatives and other employees, and co-operating with all other management including the Safety Case Manager; • Participating in planning, documentation and auditing of the Emergency Response Plan and its
effectiveness in the preparedness for emergencies, including preventive actions; • Participating in maintenance and improvement of the Management System, including documentation and records as appropriate;
• Acting on matters affecting or related to health, safety and welfare of marine personnel, regardless whether employed by Company or sub-contracted and matters relating to environmental protection; • Identifying the need for competence enhancement of personnel on all levels within their profession and participating in planning of and in execution of necessary training;
• Initiating, planning and carrying out audits to Shipboard Management system and reporting findings at management meetings, issuing recommendations for improvement and following up on corrective actions in consequence of external and internal audit and inspection reports;
• Keeping updated on legislation affecting health, safety, welfare and environmental protection,  disseminating regulations, Safety Notices and other relevant information and informing management offshore and onshore of proceedings;
• Maintaining records of accident reporting, initiating investigations when and where necessary for improvement, compiling statistics of accidents and following up on corrective actions. Carrying out reporting to authorities and company Senior Management as required and assisting in claims handling;
• Analysing accident/ incident data from assigned vessel(s). Participating actively in development of improved safety systems at work and assisting in preparation of method statements;
• Participating in budget work and cost control for department and assigned vessel(s);
• COSHH information and training.
• Maintaining and close out of items within the Safety Management Module of STAR CMMS Reviewing and maintaining HSE related items within the Shipboard Reporting System
• Assist the VM and Operational Teams in the development, review abd acceptance of Bridging Document(s) and other Client related requirements
• Attend Client meetings at the request of the Vessel Manager
• Assist the Operational & Technical Teams as requested bu the Vessel

Desired Qualities/Qualifications

• Basic Occupational Competence
• Nautical or Marine Engineer certification or equivalent recognised qualification in Safety (NEBOSH)
• ISM or Safety Auditor training (recognised by appropriate body)
• Recognition of sound experience in place of formal qualifications is acceptable
• Computer literate and familiar with Microsoft Office Packages including database applications.

• Knowledge of marine and offshore operations, relevant legislation and class rules, and IT applications
• Relevant experience in shipboard management and/ or safety related activities within the shipping or offshore industry.
• Basic Offshore Safety Induction and Emergency Training (BOSIET)
• Certificate of Offshore Medical Fitness (OGUK Medical or equivalent)
